According to ELA’s 2023 Report on shortages and surpluses, occupations in Germany that are facing a shortage of workers include:

- Machine operators (for paper, rubber, plastic, metal, chemical, mineral, etc.)

Germany Eased Immigration Rules for Foreign Skilled Workers
Germany does not require a work visa for citizens of the EU/EEA, Australia, Canada, Israel, Japan, South Korea, Japan, New Zealand, Switzerland, and the US.
Meanwhile, the rest of the nationalities must obtain a visa and residence permit to work in Germany.
In a bid to tackle job shortages, Germany has recently eased immigration rules for skilled workers.
Under the new law, foreigners with two or more years of experience in their field and with a professional or university degree recognised by their country of origin are eligible to work in Germany in that field. The new regulation includes several facilitations regarding family reunions, among other things.
Prior to this policy, Germany also eased requirements for EU Blue Card and recognised skilled workers.

In addition to the measures mentioned above, Germany has announced other facilitations to tackle the labour shortages.
Starting from June 1, 2024, citizens of Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia will have increased access to the labour market in Germany.
This is because Germany will double the number of annual work visas issued under the Western Balkans Regulation to 50,000.
As of the end of 2023, 76,000 nationals from the six above-mentioned countries were holding work permits in Germany. According to the German Federal Statistical Office (Destatis), such a number marked an increase of 22 per cent compared to 2022.
With the new regulation coming into force on June 1, the number of workers under the Western Balkan Regulations is expected to increase further.
